Exceptional citizenship and the Turquoise Card
Article 12 of Law No. 5901 allows citizenship to be granted by decision, without the ordinary residence conditions, to four groups: those who bring industrial facilities or make an extraordinary contribution in scientific, technological, economic, social, cultural or artistic terms; those the Ministry of Interior deems necessary to admit — the limb used for the investment programme; recognised immigrants; and Turquoise Card holders together with their spouse and dependent children.

Article 12 is usually read as if it said "investment". It does not: investment is one limb of four, and the other three matter to people who never consider them because the programme's marketing has crowded them out.
The four limbs

The contribution limb
The least used and the least understood. It is not a general "talent visa" and it is not applied for at a counter: it runs on a recommendation from the ministry responsible for the field, which means the work is done in that ministry rather than in the immigration system. Academics with international standing, founders bringing manufacturing capacity, and figures in the arts and sport have all been admitted under it. Where a genuinely exceptional case exists, the route is real — but it is a case to be made rather than a form to be filed.
The Turquoise Card
Created by Law No. 6735, the Turquoise Card is granted to highly qualified foreigners assessed on education, professional experience, contribution to science and technology, and the effect of their activity or investment on the national economy and employment. It is issued first for a transitional period; on satisfactory completion the transitional annotation is removed and it becomes indefinite. It carries residence rights for the holder's spouse and dependent children, and it is the gateway to Article 12(d).
The investment limb, in context
The limb used for the investment programme is administratively the simplest because the thresholds are objective: meet them, certify them, apply. That objectivity is exactly why it dominates — but it is also why it is the most exposed to regulatory change, since the thresholds live in a regulation that can be amended. Discretion, in all four limbs
Article 12 grants a power, not a right. Even a file that meets every objective requirement can be refused, and a refusal is challengeable within sixty days like any other administrative decision. What that means practically is that the security and public-order assessment matters as much here as anywhere: a clean investment does not cure an adverse archive finding. See refusals and codes.
