Applying: from the e-ikamet form to the card
The process is the same whichever category you are in, and it is unforgiving in exactly one way: the appointment date is fixed at the moment you submit the form, and the file will not wait for a document you have not yet obtained.
Residence permits are applied for from inside Türkiye through the e-ikamet system, which generates the application form and allocates an appointment at the Provincial Directorate of Migration Management for the province where you actually live. You attend with the printed form, passport, photographs, the category-specific evidence, health insurance and the fee receipts. A properly filed application regularises your stay while it is being decided, and the card is posted to the registered address.

Before you open the form
Three things must already be true, and none of them can be fixed after submission:
- The category is settled. The form asks you to choose, and the choice determines the evidence. See permit types compared.
- The address is registered and eligible. Not merely somewhere you sleep — an address you can evidence, in a neighbourhood that is open to foreign registration. See the address problem.
- The insurance covers the whole period you are asking for. A one-year policy against a two-year request produces a one-year permit.
The seven steps
- Confirm the category. Filing under a ground you cannot evidence is the commonest cause of refusal under Article 32.
- Assemble the category evidence. Title deed, enrolment letter, sponsor's income and insurance, or proof of means — whichever the ground requires.
- Arrange insurance and address. Compliant policy, registered address, both matching what the form will say.
- File through e-ikamet. Correct province, correct category. The system generates the form and allocates the appointment.
- Pay the fees. Permit fee and card fee, at the tax office or online. Both receipts belong in the file.
- Attend the appointment. Originals and copies of everything. Officers keep copies and return originals.
- Answer any deficiency notice on time. The period stated in the notice is real; missing it converts a curable gap into a refusal.

The address problem
Two separate rules trip people here, and they compound. First, the address on the housing evidence, the address you are registered at, and the address on the form must all agree; a mismatch is a refusal, not a query. Second, applications are refused outright where the proportion of foreign residents in the neighbourhood exceeds the limit set by the authorities — a location rule that has closed a large number of neighbourhoods in the cities foreigners most often move to.
Your status while it is pending
A properly filed application regularises your stay while it is being decided. That is why filing early matters more than anything else in the process: an application made on the eighty-fifth day of a ninety-day entry leaves no margin for the deficiency notice that almost always arrives. Do not leave Türkiye between filing and the appointment without checking the effect on the file.
Deficiency notices
If the directorate wants a further document it issues a notice with a deadline. Three things about it: the deadline is real; the notice is often the only signal you will get about what the officer is actually worried about; and answering it fully the first time is the difference between a decision in weeks and a decision in months. Read what it asks for literally, and supply that, rather than sending a larger bundle in the hope of covering the point.
Renewal
Applied for within the sixty days before expiry, through the same system, with a shorter file. Renewal is also where durations lengthen: a first grant of one year commonly becomes two or three once there is a track record. Letting a permit lapse — even briefly — breaks the continuity of lawful residence that both the long-term permit and naturalisation measure, and it is one of the few mistakes here that cannot be undone. Frequently asked questions
Can I apply for a Turkish residence permit from abroad?
No. Residence permits are applied for from inside Türkiye through e-ikamet, after lawful entry on a visa or visa exemption. Citizenship applications are different and can be filed at a consulate.
How long does a residence permit application take?
It varies by province and season. What is within your control is completeness: a file that draws no deficiency notice is decided materially faster than one that goes back and forth.
