The short-term residence permit
Article 31 of Law No. 6458 lists the grounds on which a short-term permit may be issued — owning immovable property, coming for medical treatment, scientific research, a training course, living on one's own means, and a number of others. It is granted for up to two years at a time, and refusal usually comes under Article 32, which sets the conditions: a supporting ground, sufficient and regular means, a valid address, health insurance and no public-order obstacle.

People call this "the tourist permit", which is misleading in both directions. It is not restricted to tourism, and tourism-adjacent grounds are the weakest way to use it.
The grounds
Article 31 sets out the situations in which a short-term permit may be issued. The ones that matter in practice:

Article 32: the conditions
The refusal letter will almost always cite Article 32, which requires you to produce the ground, show sufficient and regular means for the period requested, give an address that can be verified, hold valid health insurance and present no public-order or security obstacle. Each is checked independently; satisfying four does not carry the fifth.
Duration and renewal
Up to two years per grant. Directorates commonly issue one year on a first application and lengthen it on renewal once there is a record. Renewal is filed within the sixty days before expiry; letting it lapse breaks continuity in a way that cannot be repaired later — see keeping status unbroken.
The location rule
Short-term applications are refused where the share of foreign residents in the registered neighbourhood exceeds the limit set by the authorities. This bites hardest on this category because it is the category most new arrivals use, and it is a location rule rather than a merits rule: a perfect file at a closed address is refused. What it is worth for citizenship
Time on a short-term permit counts at full rate toward the five-year ordinary naturalisation period on the substantive grounds — property, business, means. Time spent in Türkiye on a tourist visa or visa exemption, by contrast, counts at half. The distinction is not visible on the card and catches people out at the five-year mark; the arithmetic is set out in permit types compared.
When another category is better
If you are employed here, the work permit is stronger and does the same job. If you are the spouse or dependent child of a citizen or permit holder, the family permit runs to three years rather than two and puts the conditions on the sponsor. If you have eight uninterrupted years behind you, stop renewing short-term permits and apply for the long-term permit instead.
